Human Resources Manager (L&CD)
Lead enterprise learning strategy, develop future-ready capabilities, manage L&CD team and LMS, and partner with leaders to deliver impactful, scalable development programmes.
L&CD Strategy & Governance
Define and drive the overall Learning & Capability Development strategy in line with business goals.
Establish and maintain learning governance, standards, frameworks and quality controls across all learning initiatives.
Ensure consistency and alignment across onboarding, functional, leadership and technical development programs.
Team Leadership & Oversight
Lead, coach and manage the L&CD team, including trainers, learning specialists and support roles.
Set clear direction, priorities and performance expectations for the team.
Guide trainers on program design, delivery standards and learning effectiveness while reducing dependency on ad-hoc facilitation.
Build team capability in instructional design, facilitation quality and digital learning adoption.
Training Needs Analysis (TNA) & Capability Planning
Oversee enterprise-wide Training Needs Analysis (TNA) and capability gap assessments.
Translate TNA outcomes into structured learning roadmaps and annual development plans.
Partner with HR and business leaders to prioritise critical capabilities and workforce development needs.
Learning Architecture & Systems
Own and manage the Learning Management System (LMS) and digital learning platforms.
Ensure learning content structure, data integrity, reporting accuracy and user adoption.
Drive continuous improvement of learning systems, tools and processes.
Program Design & Enablement
Oversee the design of scalable learning programs while empowering trainers to deliver effectively.
Ensure programs have clear learning objectives, outcomes and evaluation methods.
Balance in-house delivery, digital learning and external solutions to maximise efficiency.
Vendor, Budget & Resource Management
Manage learning vendors, trainers, content providers and assessment partners.
Oversee L&CD budgets, cost optimisation and vendor performance.
Ensure optimal allocation of internal trainers and external resources.
Measurement & Insights
Define learning KPIs, success metrics and evaluation frameworks.
Analyse learning data to measure effectiveness, capability uplift and ROI.
Provide regular insights and recommendations to HR and business leadership.
Experience
7–10 years of experience in Learning & Development, Capability Development or Talent Development.
Proven experience leading L&CD teams, including trainers and learning specialists.
Strong exposure to TNA, learning frameworks and enterprise learning systems.
Skills & Competencies
Strong leadership and people management capability.
Experience managing LMS and digital learning platforms.
Excellent stakeholder management and structured problem-solving skills.
Strong planning, governance and analytical capabilities.
Education
Bachelor’s Degree in Human Resources, Psychology, Learning & Development, Business or related fields.
Professional certification in L&D, OD, or Talent Development is an added advantage.
